He Breathes Life refers to the supernatural “life” God breathed upon the dust that was man, thus giving him life.

“And the LORD God formed man of the dust of the ground, and breathed into his nostrils the breath of life; and man became a living being.” – Genesis 2:7

The breath of God brings life to dead conditions and situations.  It is beautifully miraculous.
